Why editions hide the release data?

According to Article 21 of the Law of the Republic of Uzbekistan "On mass media", each issue of the periodical should contain the certain data. Among them the name, the address of edition, the name of founders, name of the editor, registration number of the edition and date of its output, and for newspapers - also time of the permission and signing for a print, an index of the periodical distributed by the enterprise of communication, circulation, the name and the address of a printing house.
Meanwhile, not all editions obey this norm of the law. You are convinced of this, as you take the newspaper which is printed out in Tashkent. For example, the republican newspaper in the Tajik language "Ovozi Tojik", Russian-language government newspaper "Pravda Vostoka", departmental "Private property", private "EKO" do not give data on circulation, and the party newspaper "The Voice of Uzbekistan" and narrow profile "Bank news" - an index. Sometimes the data on time of signing for printing is not published.
It would be possible to count this as a forgetfulness of edition, but from number to number such cases are repeated. Independent experts consider, that here play a role a little bit other reasons. In their opinion, circulations of certain newspapers are insignificant - 2,5-6 thousand copies. If such data become known to the advertisers they will cease to pay for the advertising as such volume of circulation has no economic efficiency. In this connection edition goes on a shift, being covered with "forgetfulness". However such memory blackout can play a malicious joke if tax inspection, which has the lawful bases to suspect, will appear suddenly for control, with claim that numbers are printed out more than fixed somewhere, and the "left" circulation goes in "black cash department".
The index of the periodicals distributed by the enterprise of communication, also are not published, as experts say, some times newspapers are distributed not through legal persons, but physical. On Thursday and Friday, lets say, near printing houses "Sharq" there is a brisk wholesale of the fresh issues directly descended from the conveyor, and payment by individual distributors is made by cash. But if the enterprises of communication fix volume of the purchased and distributed edition at private traders of precise accounts department it is not conducted. Here is possible "left" too.
Once some editions struggled with the "left" circulations, the income of which sale went into "black" cash. It concerned the popular Russian newspapers printed and distributed in Uzbekistan, and also some of Uzbek ones. The matter is that there is a limit of need on those or other printed mass-media, and the increase depends on consumer ability of citizens. First of all illegal production is realized, and official remains for weeks on a counter and then comes back to the manufacturer as not sold (in due time some editions even bought from distributors the newspapers under higher prices, than sold them, here is such a paradox!). Editions incur losses, the shadow economy blossoms.
Recently struggle against this phenomenon has quieted down, though there is no confidence, that the conveyor of illegal circulation is suspended.
