Здесь та же ситуация, что в случае со словами «быть» и «стать» — слова те же, а процессы разные. Есть «лучше» и «лучше». Слово одно, но процессы и, следовательно, смыслы, вкладываемые в эти слова-ярлыки — разные. Человек — «лучшее» творение, это верно. Но каждый конкретный человек может стать «лучше» — для этого он учится и старается. Будучи лучшим, он может стать лучше.
