Введение
Сотрудничество с Институтом интеграции и профессиональной адаптации, Израиль, Нетания, вывело на знакомство с работами двух исследователей частного вопроса проблемы выживания Израиля в текущий период нарастания глобального межцивилизационного противоборства – вопроса о «палестино-израильском конфликте».
Рассмотрены две публикации:
- Самуил Виноградов. Патернализм в контексте ближневосточного конфликта. Портал http://ilterritory.com/author/admin/.
- Михаил Козлов. О переходе к политике мудрого патернализма при разрешении арабо-израильских конфликтов. Портал http://gazeta.rjews.net/kozlov1.php.
Анализ этих работ под углом зрения целостной проблемы – проблемы выживания Израиля – 1.позволяет уточнить содержание целостности и 2.подкрепляет идею, которую я прорабатываю в комплексе своих публикаций, а именно – нужна коллективная работа по системно-целостному (холистическому) анализу проблемной ситуации. Частные попытки поработать в поле проблемы являются только малополезным распылением усилий.
1.ОПТИМИЗАЦИЯ ЖЕРТВОЙ ИЗРАИЛЬСКОЙ ПЕШКИ
Самуил Виноградов во введении своей работы констатирует «Не вдаваясь глубоко в сущность данного конфликта, хочется лишь заметить, что его решение за прошедшие шестьдесят с лишним лет … практически не сдвинулось с мёртвой точки. Палестинские арабы, в лице своих лидеров, всё так же упрямо, как и прежде, ставят своей главной целью уничтожение еврейского государства. … Что же касается окружающего политического пространства, охватывающего, прежде всего, США и Западную Европу, то оно безуспешно пытается сблизить позиции обеих сторон конфликта».
В отношении «окружающего политического пространства, охватывающего, прежде всего, США и Западную Европу» я бы, если сделать попытку «вдаваться глубоко в сущность данного конфликта», уточнил, что они – пытаются оптимизировать конфликтную ситуацию под свой интерес. Израиль здесь является только объектом интереса. Формула оптимизации видится такой:
1. Благополучие (защищенность от внешних угроз + материальная состоятельность + статусная удовлетворенность) обеспечивалось подчинением и ограблением народов и территорий слабой части мира в сочетании с «межимпериалистическим» соперничеством.
2. Нарастает серьезная угроза сложившемуся благополучию – нарастает накат масштабного цивилизационного врага.
3. Далеко выдвинутым форпостом мира «западной» цивилизации является Израиль, функция которого в противостоянии «запада» исламистскому накату – тормозить, ценой вплоть до своей гибели, нарастание этого наката на доминанту «западного мира» - США и Европу.
4. Для выполнения такой функции, Израиль должен быть непрерывным провокатором отвлечения на себя какой-то части исламистских сил, но не должен быть быстро низведен в состояние дисфункции – предназначен до своей вероятной гибели как можно дольше и в большем объеме тормозить исламистский накат.
Позитивным для Израиля в этом интересе доминанты «западного мира» является готовность доминанты поддерживать, В КАКОЙ-ТО СТЕПЕНИ, обороноспособность = жизнеспособность Израиля. Смертельно опасным является готовность доминанты «западного мира» до гибельного предела исчерпывать Государство Израиль и израильтян в торможении исламистского наката.
В таком контексте цель израильтян и Государства Израиль (целью, релевантной миссии израильских евреев – быть на этой территории и иметь свою государственность) может быть выражена следующим образом:
- приспосабливаясь и используя интересы участников отношений, поработать с этими интересами так, в меру собственных возможностей Израиля, чтобы поведение участников не вело или тормозило развитие событий к уничтожению Израиля.
Такое содержание интереса предопределено еще и привычностью решать свои проблемы за счет евреев – использовать «извечную» еврейскую слабость. Слабость в следующем:
1. евреи объективно являлись «гостями» на чужих территориях, часто – в месте территориальных и отношенческих разборок «местных»;
2. издавна сложилась организационная структура общины и ментально-идеологическая особенность общины – верхушка подчиняет общину ожиданиям «хозяев» территории и при «разводе» получает возможность относительно благополучно покинуть территорию, обеспечивая НЕПРОТИВЛЕНИЕ бросаемых низов избиению «хозяевами».
Сознательное ведение израильтян к повторению ГИБЕЛЬНОГО подвига Моссады является циничным повторением политики НЕПРОТИВЛЕНИЯ. В наше время уже есть (хотелось бы думать, что есть) возможность евреям 1.осознать свой ментальный порок, 2.проникнуться действительной ценностью жизни своей семьи и своего народа, 3.мобилизовать волю на интеллектуальный поиск и энергичное осуществление реального жизнеспасительного маневра.
Вроде бы верная исходная посылка Автора - «Современный мир уже давно привык к тому, что едва ли не главным узлом международных противоречий является ближневосточный конфликт, в центре которого находится противодействие между Израилем с одной стороны и арабским населением Иудеи, Самарии и сектора Газы, называющим себя палестинцами». Точнее, и это важно для нашего исследования, современный мир в лице широ-о-окой общественности уже давно ПРИУЧЕН видеть так зауженно то, что называется «ближневосточный конфликт».
Центральные, руководящие слои цивилизационных гигантов не склонны делиться с манипулируемыми «низами» ни своими подлинными целями, ни полнотой представлений о действительных отношениях в проживаемой жизни. Есть множество узловых мест, где сошлись большие усилия с обеих цивилизационных сторон (борьба вокруг перспективы распада России и дележки её территории; вмешательство одной цивилизации во внутриполитический спектр другой и встречная работа; …), но внешний драматизм ближневосточного узла наиболее привлекателен для манипулятивного обыгрывания в общественном дискурсе.
Там, где израильские евреи ведутся на узкое вИдение своей, ближневосточной ситуации, там они послушно отрабатывают ТАКТИЧЕСКИЙ этап в стратегиях противоборствующих цивилизационных гигантов. Мужество и лишения израильских евреев, явленные и понесенные на этом этапе указанных стратегий, могут и не обеспечивать перспективу дальнейшего выживания народа и государства. Для того, чтобы найти и осуществить собственную СТРАТЕГИЧЕСКУЮ линию ВЫЖИВАНИЯ, израильским евреям надо 1.видеть себя в контексте глобального межцивилизационного противоборства и 2.найти, спроектировать и осуществить жизнеспасительный маневр в ТАКОМ контексте.
2.ТОЛЬКО В СИСТЕМНОМ КОНТЕКСТЕ
Конфликт с «палестинцами» Израиль решает … не с «палестинцами».
Цитирую Самуила Виноградова –
«Нынешняя позиция тех политических сил, которые считаются главными игроками на ближневосточном поле, то есть так называемого «Ближневосточного квартета» (ООН, ЕС, США и Россия), на первый взгляд, очень проста. Она предполагает, что Израиль и руководство Палестинской автономии сядут за стол переговоров и, путём взаимных уступок, договорятся о создании арабского палестинского государства в приемлемых для обеих сторон границах. Такой ход событий был бы вполне возможен, если бы партнёрами Израиля по переговорам были люди с европейским складом мышления, готовые к компромиссам ради достижения реальной цели».
В действительности, тут не проблема разного, европейского и не европейского, «склада мышления» - здесь проблема противоположности целей. Противоположны цели в среде тех, «которые считаются главными игроками на ближневосточном поле», противоположны цели Израиля и руководства Палестинской автономии. Мне видится следующий комплекс целей (точнее, коренных, часто неосознаваемых, мотивов):
1) ООН, как сборный и внутренне противоречивый целеполагающий субъект,
- переменная компонента цели, отражающая на каждый момент времени результат внутреннего политического противоборства и отражающая конъюнктуру влияний основных вкладчиков в бюджеты организации
- постоянная компонента цели сохранить себя в качестве бюрократической кормушки для аппарата.
2) ЕС – не берусь формулировать, похоже, что, в целом, Европа растеряна перед начавшимся вторжением исламистов.
3) США – максимально длительное во времени и предельно возможное по объему торможение Израилем иноцивилизационного наката на «западный мир».
4) Россия – сохранять свою целостность и имеющийся порядок внутренних отношений путем
а) увлечения своего народа в привычные переживания противоборства с внешними врагами;
б) временные альянсы с более слабыми противниками против более сильных;
в) нанесение, по возможности, ущерба более сильным военно-политическим конкурентам.
5) Израиль, в целом, - используя тенденции и ситуации в глобальной сфере, а также разносторонней работой, включая военные операции, с региональными соседями – длить свое существование в этом регионе.
В рамках этой целостности, частная цель верхушки израильской еврейской общины остается традиционной – использовать относительно стабильное существование Государства Израиль для комфортного проживания и для поддержания отношений с верхами других народов и государств на уровне, обеспечивающем своевременное и организованное перемещение себя с территории погибающего государства.
Неосознаваемая цель еврейских израильских низов – отжить свои жизни и жизни детей-внуков в традиционном варианте готовности принять предопределенную Всевышним мучительную гибель.
6) Палестинская автономия, в целом, - выполнять задания, накладываемые внешними влиятельными интересантами, состав которых и степени влияния непостоянны. Равнодействующая влияний – досаждать Израилю на текущем этапе наращивания исламистского наката на «западный мир» и быть среди основных сил уничтожения Израиля при развитии глобального наступления исламизма на цивилизационного противника.
В рамках этой целостности, частная цель верхушек ПА и ХАМАСа – как можно дольше и результативнее переживать военную и политическую карьеру, обогащаться. Низовые слои Палестинской автономии – зомбированные исполнители навязанной задачи уничтожения Израиля.
Самуил Виноградов констатирует: «Но для того, чтобы понять, почему в обозримом будущем перспективы разрешения этого конфликт весьма туманны, надо выяснить, какой фактор является решающим в его сохранении. И данный фактор надо искать не внутри конкретной ближневосточной ситуации, а в системе глобальных политических отношений, возникшей в последние десятилетия и укрепившейся благодаря победе западной цивилизации в «холодной войне».
… т.н. «золотой миллиард» добровольно взвалил на себя ответственность за физическое выживание огромной массы беспомощных жителей отсталых стран. Данное явление, ставшее ныне одним из важнейших факторов международной политики, выражается в понятии «патернализм».
… затянувшийся на многие десятилетия палестино-израильский конфликт стал органической частью международной жизни, привычным приложением усилий (хотя, и бесплодных, но внешне эффектных) со стороны многочисленных политических интересантов.
… реальное решение палестинской проблемы возможно только при условии отказа мирового сообщества от политики патернализма по отношению к ближневосточному региону».
Мне же представляется сомнительным, что патернализм является стержнем политики «запада» в отношении «востока». Патернализм – это поверхностный слой политики «запада», в том числе в отношении ближневосточного региона. Этот слой отрабатывается в ритуальных проявлениях политиков и в увлеченных играх «общественности». Действительная политика более реалистична, жестко отвечает интересу «запада» - пользоваться всем, что можно взять у «востока» и, по крайней мере, не страдать от него.
3.ЭСКИЗ СИСТЕМНОЙ КАРТЫ (вверху над текстом)
Используя выборку из работы Самуила Виноградова я попытался представить, на эскизном уровне, как бы выглядела Системная карта «Проблемное поле к перспективе выживания Израиля в условиях нарастающего глобального межцивилизационного противоборства».
Выявил следующие детали и отношения:
• политические силы, которые дают основание считать их главными игроками на ближневосточном поле, (так называемый «Ближневосточный квартет» - ООН, ЕС, США и Россия).
• Но Израиль для них – всего лишь разменная монета в торге за мировые энергоресурсы.
• Для всего мусульманского мира само существование еврейского государства, да ещё в центре этого самого мира, является неслыханным оскорблением, вещью совершенно невозможной. Это – современное следствие многовековой истории отношений между мусульманами и евреями на всём ближневосточном пространстве.
• Когда в мае 1948 года пять арабских государств готовились вторгнуться на территорию едва возникшего Израиля, в арабском мире был популярен лозунг о том, что арабы – нация гордых воинов, а евреи – нация жалких торгашей, которые разбегутся при первом же натиске. Естественно, что победа Израиля в Войне за независимость была воспринята массовым сознанием мусульман как позор, от которого необходимо поскорее избавиться. Данная позиция не изменилась вплоть до сегодняшнего дня и все мировые политические силы прекрасно понимают это настроение: любая уступка Израиля – только промежуточный этап на пути к его полному уничтожению.
• Лидеров арабского мира совершенно не интересует государственность «палестинского народа». Жители Палестинской автономии и живущие в их странах потомки палестинских беженцев также являются разменной монетой, но только в борьбе за установление исламского господства во всём мире. «Запад», особенно его европейская составляющая, старается этого не замечать, хотя ползучая исламская экспансия всё более становится главной угрозой уже для существования самой европейской цивилизации.
Система глобальных политических отношений, возникшая в последние десятилетия и укрепившаяся вследствие победы западной цивилизации в «холодной войне», включает в себя следующие элементы:
- страны так называемого «третьего мира» стали реальными субъектами международных отношений, а население этих стран, благодаря распространению средств массовой информации, остро почувствовало масштабы своего экономического отставания от населения стран так называемого «золотого миллиарда». Правящие круги в этих странах, используя свои информационные возможности, стали возлагать на богатый западный мир вину за это отставание.
- существенный рост благосостояния жителей экономически развитых стран, обусловленный быстрым научно-техническим прогрессом, способствовал процессу гуманизации общественных отношений, некоторому сглаживанию социальных противоречий, повышению уровня социальной защиты населения. В общественном сознании заработали призывы к признанию «исторической ответственности» за совершённые в прошлом насилия по отношению к этим народам. Инструментом исполнения долга помощи стала Организации Объединённых Наций.
- одним из важнейших факторов международной политики стал «патернализм» - колоссальные средства, получаемые финансовыми органами ООН от богатых стран, в том или ином виде передаются тем, кто не работает, чтобы не дать последним умереть от голода и болезней; т.н. «золотой миллиард» добровольно взвалил на себя ответственность за физическое выживание огромной массы беспомощных жителей отсталых стран. При ООН создано отдельное Ближневосточное агентство по оказанию помощи палестинским беженцам. Это одна из крупнейших программ ООН. В программе «кормятся» более 26 000 сотрудников, которые никак не желают каких-либо изменений в статусе своих подопечных. ООН фактически выступила за возвращение палестинских беженцев на территорию Израиля. С другой стороны, благодаря «помощи» уровень жизни нынешних «беженцев» зачастую не только не ниже, но даже выше, чем соответствующий уровень законных граждан тех государств, на территории которых они находятся. нынешние жители палестинских территорий в материальном отношении живут значительно лучше, чем основная масса жителей Египта, Сирии, Иордании, которые никакой помощи извне не получают и влачат, по европейским меркам, довольно жалкое существование.
- История не знает ни одного случая, когда бы получатели многолетней гуманитарной помощи смогли её использовать для создания себе нормальных и самодостаточных условий существования в качестве полноценного социума. Массы «беженцев» из Азии, Африки и Латинской Америки, хлынувшие в эти страны, большей частью не могут, либо не хотят адаптироваться в новых условиях, то есть целиком включиться в существующую там систему общественного разделения труда. Это явление постепенно превращается в стихийное бедствие с далеко идущими последствиями. Любые меры против иммигрантов (большинство которых исповедуют ислам), вызовут негативную реакцию мусульманских нефтедобывающих государств, что чревато существенными экономическими потрясениями. Разгорается конфликт цивилизаций, который рано или поздно выйдет за стены иммигрантских гетто.
- функционирование любого независимого государства возможно лишь при наличии реально работающей экономики, позволяющей содержать дорогостоящий административный и военный аппарат.
- палестино-израильский конфликт стал органической частью международной жизни, привычным приложением демонстративных, затратных усилий со стороны многочисленных политических интересантов. Все интересанты (за исключением воинствующих исламистов и израильских леворадикальных организаций), понимают опасность кардинального изменения политической ситуации вокруг данного конфликта и воздерживаются от реального давления на противоборствующие стороны.
• Те, кто играет в большие политические игры на международной арене, никак не озабочены судьбой арабской бедноты в экономически отсталых странах, поскольку одним из основополагающих атрибутов таких игр являются так называемые «двойные стандарты».
• Израиль, ни при каких обстоятельствах, не согласится на перемещение на его территорию нескольких миллионов потомков палестинских беженцев. В Израиле существует внутренний консенсус по поводу сохранения целостности Иерусалима в качестве единой и неделимой столицы Израиля. Израиль не намерен уступить палестинцам территории за «зелёной чертой», где находятся созданные тяжёлым трудом крупные поселенческие блоки, (фактически, целые города).
• ХАМАС, господствующей ныне в секторе Газы, и вполне способной захватить политическую власть также и на Западном берегу, то они не собираются отказываться от своих планов полного уничтожения израильского государства.
• Идеология исламизма, отсутствие стимулов к коллективному труду, развращённость десятилетиями паразитического существования – очень сильные факторы.
ВЫВОД О ВЫВОДАХ
Вывод Самуила Виноградова «пора осознать тот объективный факт, что в ближайшем будущем никаких изменений в политике Израиля по отношению к своим палестинским соседям не произойдёт, и ситуация, знакомая нам с 1967 года, сохранится ещё очень надолго. А главная вина за это ложится на международное сообщество и, прежде всего, на Организацию Объединённых Наций, которая своей политикой патернализма посеяла у лидеров арабского мира иллюзию о возможности добиться осуществления своих амбициозных целей, не делая ради этого никаких уступок» не продуктивен:
- Нерелевантно проблеме выживания Государства Израиль определять отдельно «изменения в политике Израиля по отношению к своим палестинским соседям» - отдельно от целостной системы отношений, обуславливающих перспективу выживания Государства Израиль.
- Нерелевантно фокусировать внимание на виноватости ООН и некоего туманного «международного сообщества». Хотя аппарат ООН может проводить какой-то свой интерес, но ООН не является субъектом мировой политики, это только место, где субъекты противоборствуют между собой, объединяются во временные альянсы, достигаю какие-то временные и ненадежные компромиссы.
«Политика патернализма со стороны мирового сообщества» - это, во-первых, деятельность широких общественных организаций, иногда способных влиять на поведение действительных субъектов международных отношений. А, во-вторых, широкое «международное сообщество» часто является только ширмой, под прикрытием которой происходит борьба действительных субъектов.
Связывать надежды на выживание с ослаблением зависимости стран Запада от поставок нефти из арабских стран, при достижении замены нефтепродуктов альтернативными энергоносителями, - смертельно опасно.
Для поиска перспектив выживания Государства Израиль надо рассматривать всю релевантную Систему отношений и в этой Системе искать траекторию доступных Израилю действий.
В том, что касается непосредственно уважаемых авторов Самуила Виноградова и Михаила Козлова, то имело бы практический смысл перейти от написания «умных слов» к объединению в команды разработчиков Проекта сложных изменений в ситуации государства Израиль. Проекта, в котором при проработке АДЕКВАТНОЙ /по сложности/ системы «Израиль в условиях нарастающего межцивилизационного противоборства» разовьется состояние глубокого системного вИдения и окажется возможным разглядеть жизнеспасительное маневрирование для Израиля.
В Советском Союзе не поощрялось горизонтальное неподконтрольное руководству сотрудничество подчиненных. Такое сотрудничество угрожало а) спокойствию обустроенности начальства в бюрократической иерархической системе; 2) опыт объединения в низах настораживал перспективой переноса на более масштабные совместные неподконтрольные действия «низовых».
Указанное обстоятельство в настоящее время проявляется в неспособности русскоязычных израильтян кооперироваться в своих проектах. Наиболее ясно это проявляется у изобретателей и разработчиков инженерных эскизных проектов – в неспособности найти и скооперироваться с носителями навыка формирования проекта коммерциализации изобретений.

Introduction
Cooperation with the Institute of Integration and Professional Adaptation, Israel, Netanya, led to acquaintance with the works of two researchers of a particular issue of the problem of Israel's survival in the current period of increasing global intercivilizational confrontation – the issue of the "Palestinian-Israeli conflict".
Two publications were considered:

The analysis of these works from the point of view of a holistic problem – the problem of Israel's survival – 1.allows us to clarify the content of integrity and 2.reinforces the idea that I am working on in the complex of my publications, namely, we need collective work on a systemically holistic (holistic) analysis of the problem situation. Private attempts to work in the field of the problem are only a useless dispersion of efforts.
1. OPTIMIZATION OF THE VICTIM OF THE ISRAELI PAWN
Samuel Vinogradov states in the introduction of his work: "Without going deeply into the essence of this conflict, I just want to note that its solution over the past sixty-odd years ... has practically not moved from the dead point. The Palestinian Arabs, represented by their leaders, still stubbornly, as before, set as their main goal the destruction of the Jewish state. ... As for the surrounding political space, which primarily covers the United States and Western Europe, it is unsuccessfully trying to bring the positions of both sides of the conflict closer together."
With regard to the" surrounding political space, covering, first of all, the United States and Western Europe", if I make an attempt to" go deep into the essence of this conflict", I would specify that they are trying to optimize the conflict situation for their own interest. Israel is only an object of interest here. The optimization formula looks like this:
1. Well-being (protection from external threats + material well-being + status satisfaction) was ensured by subjugation and plundering of the peoples and territories of the weak part of the world in combination with "inter-imperialist" rivalry.
2.A serious threat to the existing well – being is growing-the onslaught of a large-scale civilizational enemy is growing.
3. A far-advanced outpost of the world of "Western" civilization is Israel, whose function in opposing the" West "to the Islamist onslaught is to slow down, at the cost up to its death, the growth of this onslaught on the dominant of the" Western world " – the United States and Europe.
4. To fulfill such a function, Israel must be a continuous provocateur of diverting some part of the Islamist forces to itself, but it should not be quickly reduced to a state of dysfunction – it is intended to slow down the Islamist roll as long as possible and to a greater extent until its probable death.
Positive for Israel in this interest of the dominant of the "Western world" is the willingness of the dominant to support, to SOME EXTENT, the defense capability = viability of Israel. The readiness of the dominant of the "Western world" to exhaust the State of Israel and the Israelis to the fatal limit in slowing down the Islamist onslaught is deadly dangerous.

- adapting and using the interests of the participants in the relations, to work with these interests so, to the best of Israel's own capabilities, so that the behavior of the participants does not lead or hinder the development of events to the destruction of Israel.
This content of interest is also predetermined by the habit of solving their problems at the expense of Jews – using the "eternal" Jewish weakness. The weakness is in the following:
1. Jews were objectively "guests" in foreign territories, often in the place of territorial and relational showdowns of"local";
2. the organizational structure of the community and the mental and ideological peculiarity of the community have long been formed – the top subordinates the community to the expectations of the" owners "of the territory and, when" divorced", gets the opportunity to leave the territory relatively safely, ensuring NON-RESISTANCE of the thrown lower classes to beating by the"owners".
The deliberate leading of the Israelis to repeat the DISASTROUS feat of the Mossad is a cynical repetition of the policy of NON-RESISTANCE. In our time, there is already (I would like to think that there is) an opportunity for Jews to 1. realize their mental vice, 2.feel the real value of the life of their family and their people, 3.mobilize the will for intellectual search and energetic implementation of a real life-saving maneuver.
The Author's premise seems to be correct: "The modern world has long been accustomed to the fact that almost the main node of international contradictions is the Middle East conflict, at the center of which is the opposition between Israel on the one hand and the Arab population of Judea, Samaria and the Gaza Strip, who call themselves Palestinians." More precisely, and this is important for our research, the modern world in the face of a wide public has long been ACCUSTOMED to see so narrowly what is called the "Middle East conflict".
The central, leading layers of the civilizational giants are not inclined to share with the manipulated "lower classes" neither their true goals, nor the completeness of their ideas about the actual relations in the life they live. There are many nodal places where great efforts have come together from both civilizational sides (the struggle over the prospect of the collapse of Russia and the division of its territory; the interference of one civilization in the domestic political spectrum of another and counter work; ...), but the external drama of the Middle East node is most attractive for manipulative playing in public discourse.
Where Israeli Jews are led to a narrow vision of their own, Middle Eastern situation, there they obediently work out the TACTICAL stage in the strategies of the opposing civilizational giants. The courage and hardships of the Israeli Jews, revealed and suffered at this stage of these strategies, may not provide the prospect of further survival of the people and the state. In order to find and implement their own STRATEGIC line of SURVIVAL, Israeli Jews need to 1. see themselves in the context of a global intercivilizational confrontation and 2.find, design and implement a life-saving maneuver in THIS context.
2. ONLY IN THE SYSTEM CONTEXT
Israel solves the conflict with the "Palestinians" ... not with the "Palestinians".
I quote Samuel Vinogradov –
"The current position of those political forces that are considered the main players in the Middle East field, that is, the so-called "Middle East Quartet" (the UN, the EU, the United States and Russia), at first glance, is very simple. It assumes that Israel and the leadership of the Palestinian Authority will sit down at the negotiating table and, through mutual concessions, agree on the creation of an Arab Palestinian state within borders acceptable to both sides. Such a course of events would be quite possible if Israel's negotiating partners were people with a European mindset, ready to compromise in order to achieve a real goal."
In fact, this is not a problem of a different, European and non-European, "mindset" - here is the problem of the opposite of goals. The goals among those "who are considered the main players in the Middle East field" are opposite, the goals of Israel and the leadership of the Palestinian Authority are opposite. I see the following set of goals (more precisely, the root, often unconscious, motives):
1) The UN, as a collective and internally contradictory goal-setting entity,
- a variable component of the goal, reflecting at each time the result of internal political confrontation and reflecting the conjuncture of the influence of the main contributors to the organization's budgets
- a constant component of the goal to preserve itself as a bureaucratic feeder for the apparatus.
2) The EU – I don't dare to formulate it, it seems that, in general, Europe is at a loss before the Islamist invasion has begun.
3) The United States – the longest possible time and the maximum possible amount of braking by Israel of the foreign-civilizational onslaught on the "Western world".
4) Russia-to preserve its integrity and the existing order of internal relations by
a) involving its people in the usual experiences of confrontation with external enemies;
b) temporary alliances with weaker opponents against stronger ones;
c) inflicting, if possible, damage to stronger military-political competitors.
5) Israel, as a whole, - using trends and situations in the global sphere, as well as diverse work, including military operations, with regional neighbors – to continue its existence in this region.
Within the framework of this integrity, the private goal of the top of the Israeli Jewish community remains traditional – to use the relatively stable existence of the State of Israel for comfortable living and for maintaining relations with the tops of other peoples and states at a level that ensures timely and organized movement of oneself from the territory of the dying state.
The unconscious goal of the Jewish Israeli lower classes is to live out their lives and the lives of their children and grandchildren in the traditional version of readiness to accept the painful death predetermined by the Almighty.
6) The Palestinian Authority, in general , is to perform tasks imposed by external influential stakeholders, whose composition and degree of influence are not constant. The resultant influence is to annoy Israel at the current stage of building up the Islamist onslaught on the "Western world" and to be among the main forces of Israel's destruction in the development of a global offensive of Islamism against a civilizational enemy.
Within the framework of this integrity, the private goal of the top leaders of the PA and Hamas is to survive a military and political career as long and effectively as possible, to enrich themselves. The grassroots layers of the Palestinian Authority are the zombie performers of the imposed task of destroying Israel.
Samuel Vinogradov states: "But in order to understand why the prospects for resolving this conflict are very vague in the foreseeable future, it is necessary to find out what factor is decisive in its preservation. And this factor should be sought not within the specific Middle East situation, but in the system of global political relations that has emerged in recent decades and strengthened thanks to the victory of Western civilization in the cold war.
... the so-called "golden billion" voluntarily assumed responsibility for the physical survival of a huge mass of helpless residents of backward countries. This phenomenon, which has now become one of the most important factors in international politics, is expressed in the concept of "paternalism".
... the Palestinian-Israeli conflict, which has dragged on for many decades, has become an organic part of international life, a habitual application of efforts (although fruitless, but outwardly effective) from the side of numerous political stakeholders.
... a real solution to the Palestinian problem is possible only if the world community renounces the policy of paternalism towards the Middle East region."
It seems doubtful to me that paternalism is the core of the policy of the "west "in relation to the"east". Paternalism is a superficial layer of the policy of the "West", including in relation to the Middle East region. This layer is worked out in the ritual manifestations of politicians and in the enthusiastic games of the "public". The actual policy is more realistic, strictly meets the interest of the" west "- to use everything that can be taken from the" east " and, at least, not to suffer from it.
3. SKETCH OF THE SYSTEM CARD (above the text)
Using a sample from the work of Samuel Vinogradov, I tried to imagine, at a sketchy level, what the System Map "Problem field to the perspective of Israel's survival in the conditions of an increasing global intercivilizational confrontation"would look like.
I have identified the following details and relationships:
* political forces that give reason to consider them the main players in the Middle East field (the so - called "Middle East Quartet" - the UN, the EU, the USA and Russia).
* But for them, Israel is just a bargaining chip in the bidding for world energy resources.
• For the entire Muslim world, the very existence of a Jewish state, and even in the center of this very world, is an unheard-of insult, a thing completely impossible. This is a modern consequence of the centuries-old history of relations between Muslims and Jews throughout the Middle East.
• When in May 1948, five Arab states were preparing to invade the territory of the barely formed Israel, the slogan was popular in the Arab world that the Arabs were a nation of proud warriors, and the Jews were a nation of miserable merchants who would flee at the first onslaught. Naturally, the victory of Israel in the War of Independence was perceived by the mass consciousness of Muslims as a disgrace, from which it is necessary to get rid of as soon as possible. This position has not changed until today, and all the world's political forces are well aware of this mood: any concession to Israel is only an intermediate stage on the way to its complete destruction.
* The leaders of the Arab world are not at all interested in the statehood of the "Palestinian people". The residents of the Palestinian Authority and the descendants of Palestinian refugees living in their countries are also a bargaining chip, but only in the struggle for the establishment of Islamic domination throughout the world. The "West", especially its European component, tries not to notice this, although the creeping Islamic expansion is increasingly becoming the main threat to the existence of European civilization itself.
The system of global political relations that has emerged in recent decades and strengthened as a result of the victory of Western civilization in the Cold war includes the following elements:
- the countries of the so-called "third world" have become real subjects of international relations, and the population of these countries, thanks to the spread of mass media, has acutely felt the extent of their economic lag behind the population of the countries of the so-called "golden billion". The ruling circles in these countries, using their information capabilities, began to blame the rich Western world for this lag.
- a significant increase in the well-being of residents of economically developed countries, due to rapid scientific and technological progress, contributed to the process of humanization of public relations, some smoothing of social contradictions, increasing the level of social protection of the population. Calls for recognition of "historical responsibility" for the violence committed against these peoples in the past have been launched in the public consciousness. The United Nations has become an instrument for fulfilling the duty of assistance.
- one of the most important factors of international politics has become "paternalism" - the enormous funds received by the UN financial bodies from rich countries are transferred in one form or another to those who do not work to prevent the latter from dying of hunger and disease; the so-called "golden billion" voluntarily assumed responsibility for the physical survival of a huge mass of helpless residents of backward countries. A separate Middle East agency for assistance to Palestinian refugees has been established at the UN. This is one of the largest UN programs. The program "feeds" more than 26,000 employees who do not want any changes in the status of their wards. The UN actually advocated the return of Palestinian refugees to the territory of Israel. On the other hand, thanks to" assistance", the standard of living of current" refugees " is often not only not lower, but even higher than the corresponding level of legal citizens of the states in whose territory they are located. The current residents of the Palestinian territories are materially living much better than the majority of residents of Egypt, Syria, Jordan, who do not receive any external assistance and drag out, by European standards, a rather miserable existence.
- History does not know of a single case when the recipients of long-term humanitarian aid could use it to create normal and self-sufficient living conditions for themselves as a full-fledged society. The masses of "refugees" from Asia, Africa and Latin America who have flooded into these countries are mostly unable or unwilling to adapt to the new conditions, that is, to fully integrate into the existing system of social division of labor there. This phenomenon is gradually turning into a natural disaster with far-reaching consequences. Any measures against immigrants (most of whom profess Islam) will cause a negative reaction from Muslim oil-producing states, which is fraught with significant economic shocks. A conflict of civilizations is breaking out, which sooner or later will go beyond the walls of immigrant ghettos.
- the functioning of any independent state is possible only if there is a really working economy that allows you to maintain an expensive administrative and military apparatus.
- the Palestinian-Israeli conflict has become an organic part of international life, a habitual application of demonstrative, costly efforts on the part of numerous political stakeholders. All interested parties (with the exception of militant Islamists and Israeli radical left organizations) understand the danger of a radical change in the political situation around this conflict and refrain from real pressure on the opposing sides.
• Those who play big political games in the international arena are not in any way concerned about the fate of the Arab poor in economically backward countries, since one of the fundamental attributes of such games is the so-called "double standards".
* Under no circumstances will Israel agree to the transfer of several million descendants of Palestinian refugees to its territory. There is an internal consensus in Israel about preserving the integrity of Jerusalem as the unified and indivisible capital of Israel. Israel does not intend to cede to the Palestinians the territories beyond the "green line", where there are large settlement blocks created by hard work (in fact, entire cities).
* Hamas, which now dominates the Gaza Strip, and is quite capable of seizing political power also in the West Bank, they are not going to abandon their plans for the complete destruction of the Israeli state.
* The ideology of Islamism, the lack of incentives for collective work, the corruption of decades of parasitic existence are very strong factors.
CONCLUSION ABOUT THE CONCLUSIONS
Samuel Vinogradov's conclusion: "it is time to realize the objective fact that in the near future there will be no changes in Israel's policy towards its Palestinian neighbors, and the situation familiar to us since 1967 will remain for a very long time. And the main blame for this lies on the international community and, above all, on the United Nations, which, with its policy of paternalism, has sown the illusion among the leaders of the Arab world that it is possible to achieve the implementation of its ambitious goals without making any concessions for this " not productive:
- It is irrelevant to the problem of the survival of the State of Israel to define separately "changes in Israel's policy towards its Palestinian neighbors" - separately from the integral system of relations that determine the prospect of the survival of the State of Israel.
- It is irrelevant to focus attention on the guilt of the UN and some vague "international community". Although the UN apparatus may pursue some interest of its own, but the UN is not a subject of world politics, it is only a place where subjects fight among themselves, unite in temporary alliances, reach some temporary and unreliable compromises.
"The policy of paternalism on the part of the world community" is, firstly, the activity of broad public organizations that are sometimes able to influence the behavior of actual subjects of international relations. And, secondly, the broad "international community" is often only a screen, under the cover of which there is a struggle of real actors.
To pin hopes for survival on the weakening of the dependence of Western countries on oil supplies from Arab countries, while achieving the replacement of petroleum products with alternative energy carriers, is deadly dangerous.
To find the prospects for the survival of the State of Israel, it is necessary to consider the entire relevant System of relations and look for the trajectory of actions available to Israel in this System.
As for the respected authors Samuel Vinogradov and Mikhail Kozlov, it would make practical sense to move from writing "smart words" to joining the Project development teams of complex changes in the situation of the State of Israel. A project in which, when working out an ADEQUATE (in terms of complexity) system "Israel in the conditions of increasing intercivilizational confrontation", a state of deep systemic vision will develop and it will be possible to see life-saving maneuvering for Israel.
In the Soviet Union, horizontal cooperation of subordinates beyond the control of the leadership was not encouraged. Such cooperation threatened a) the calmness of the superiors in the bureaucratic hierarchical system; 2) the experience of unification at the bottom was alarming with the prospect of transferring to larger-scale joint uncontrolled actions of the "grassroots".
This circumstance is currently manifested in the inability of Russian-speaking Israelis to cooperate in their projects. This is most clearly manifested in inventors and developers of engineering draft projects - in the inability to find and cooperate with carriers of the skill of forming a project for the commercialization of inventions.
